Action Plans:
Himachal Pradesh being very sensitive to various facets of climate change, it is
imperative that systematic and scientific observations are made on various aspects
of climate. This would call for mounting research and data collection through various
institutions located within the state and also sensitize the different organs of
the government machinery to appreciate the climate induced impacts and start preparing
and adapting the changes by recasting the strategies and policies. Climate change
being a multi disciplinary and multifaceted subject require coordinated effort by
involving the existing institutions and the expertise available with them for proper
understanding and recording local level changes that are being perceived by the
people and can also make a difference to micro level climate. The centre as a follow
up of the First Meeting of the State Centre on Climate Change held at Shimla on
14th November 2011 , initiated to work initially in consonance with the two National
Missions viz. Mission on Sustaining the Himalayan Ecosystem and the Mission for
Sustainable Agriculture . The actions initiated shall be:
- Compilation of a status paper on ongoing research in climate related issues, gaps,
priority areas with the help of Working Group Members identified under these two
Missions.
- Compilation of sector specific data base and information available with all the
stakeholders on climate change. Uploading of all the information on web portal of
the State Centre on Climate Change.
- Networking of institutions and experts /individuals working in the field of climate
change in the Himalayan region in general and in the state of Himachal Pradesh in
particular.
- Creation of a state level Network on Climate Change Scientists on the lines of Indian
Network for Climate Change Assessment (INCCA).
- The centre will also facilitate research on various issues of climate change pertaining
to these two missions on priority by seeking suitable research proposals in top
priority areas identified for carrying out research/adaptation/ mitigation by the
State Centre for Climate Change and the collaborating institutions, such as Himalayan
Biodiversity , Molecular and Microbial diversity , Animal Husbandry , Snow and Avalanches,
Hydrology, Environment and Pollution, Soio-economic, traditional knowledge and
livelihoods, Vulnerability assessments of agriculture, horticulture and water sectors
in relation to climate change and Climate induced hazards in Himachal Pradesh.
